Cross Connection Control Program
The Navajo Nation Environmental Protection Agency-
Public Water Systems Supervision Program
(PWSSP) requires public water systems to protect
their water supplies from contamination by
implementing a cross-connection control program
and to have backflow assemblies be tested annually.
The scope of a comprehensive cross-connection
control program must include provisions for the
protection of the drinking water supply through the
installation of appropriate backflow prevention
assemblies at all water user’s connections where a
hazard or potential hazard to the water supply is
identified by the public water system.

The type of backflow protection required must be commensurate with the degree of hazard that exists on
the water user’s premises. Navajo EPA regulations identify the minimum types of backflow protection
based on the identified hazard or potential hazard.
Only those persons that have met the requirements of the Navajo Nation Environmental Protection Agency-
PWSSP under the Navajo Nation Primary Drinking Water Regulations §2003:
Require to be currently certified as a cross connection control program specialist by the California-Nevada
Section of the American Water Works Association or an organization with equivalent certification
requirements acceptable to the Director, unless the Director approves an alternative person based on its
review of system size, types of water users, treatment, distribution system, and any previous hazard
assessment.

Backflow Assembly Tester
All backflow prevention assemblies will need to be
tested by a certified backflow assembly tester
annually and a copy of the test results mailed to
PWSSP. It will be the responsibility of the
owner/operator to ensure that testing is conducted
annually and the results reported to the PWSSP.
PWSSP may inspect these devices and request to
view the test results during a sanitary survey
inspection.
Backflow Testers are required to register and submit an application with appropriate documents and fee payable to: Navajo Nation Environmental Protection Agency-PWSSP. Upon approval by the Director, a Backflow Tester identification card will be issued. All Registered Testers will be recognized as certified by an approved cross connection program having met the requirements as established to test within the jurisdiction of the Navajo Nation.
